Abstract—A method and a system of qualitative and quantitative indices for evaluating the ecological status
of urban soils are suggested. A procedure to calculate land tax in a city with due account for the ecological status
of soils is described. It is argued that special correcting factors for the functional role of particular categories of
urban lands should be added to the basic scale of land taxation.
