Abstract—It is shown that strong plasma turbulence can be described in the same manner as the second-kind
phase transition: each parameter characterizing a strongly turbulent plasma can be defined to have a new (not
physical) dimensionality, so that the transport coefficients become power functions of the plasma parameters.
The problem of energy balance between the ion and electron components in such a plasma is considered. The
power and spectral content of the bremsstrahlung losses are determined. The results obtained are compared with
experimental data.
